Description

This is a Request for Quote (RFQ) for commercial services prepared in accordance with FAR 12 and utilizing the procedures of FAR 13. Quotes are being requested for law enforcement vehicle upfitting services. This solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2025-03. Solicitation number 140L5725Q0028 is issued as a request for quotation (RFQ). Firm fixed-price offers are requested. This RFQ is a total small business set aside under the North American Industry Classification (NAICS) Code 811210- Electronic and Precision Equipment Repair and Maintenance with a size standard size of $34.0M.

Background
The Bureau of Land Management (BLM), Color Country District, is seeking quotes for law enforcement vehicle upfitting services. This contract aims to equip a 2024 RAM 2500 crew cab pickup truck with specialized law enforcement equipment. The BLM's mission includes managing public lands for various uses while ensuring the protection of natural resources. The goal of this contract is to enhance the operational capabilities of law enforcement personnel in the Cedar City Field Office.

Work Details
The contractor will be responsible for the purchase and installation of specialized law enforcement equipment in one (1) 2024 Dodge Ram 2500 crew cab pickup truck. Key tasks include:

1. Proper installation of new and government-furnished equipment according to specified requirements.

2. Removal of existing equipment from a 2020 Dodge 1500 and reinstallation into the new vehicle.

3. Ensuring all installations adhere to industry standards, including using appropriate fastening techniques to prevent loosening due to rough terrain.

4. Providing a minimum of 90 minutes of training on the operation of all installed equipment, scheduled at least 7 days prior to project completion.

5. Removing exterior vehicle striping and agency identification from the existing vehicle and restoring it to factory condition after installation.

Period of Performance
The contract period will commence after award and must be completed by July 1, 2025, with a maximum of 14 calendar days allowed for completion after vehicle delivery.

Place of Performance
All work will be conducted on-site at the vendor’s place of business within a 100-mile radius of the Color Country District Office located at 176 E DL Sargent Dr, Cedar City, UT 84721.
