Background
The contract is issued by the Tobyhanna Army Depot (TYAD) in Tobyhanna, Pennsylvania, which is responsible for the management and disposal of solid waste generated at the depot. The goal of this contract is to ensure compliance with all laws and regulations pertaining to waste collection, transportation, and disposal while providing efficient waste management services.

Work Details
The contractor shall furnish all labor, tools, materials, equipment, transportation, and supervision necessary for the collection and off-post disposal of solid waste at TYAD. Key tasks include:

1. Weekly recyclable pickups from multiple collection points during first shift hours (8:00 a.m. to 2:00 p.m.) on weekdays when TYAD is open.

2. Collection of materials for recycling including glass, plastics, cardboard, and paper using six (6) containers with a preference for single stream collection methods.

3. Emptying front load containers as prescribed in the Statement of Work (SOW) and transporting materials to a Pennsylvania-approved landfill for disposal.

4. Providing rolloffs as outlined in the Performance Work Statement (PWS) to various locations with the ability to empty and return them within 48 hours.

5. Disposal of medical (infectious) waste through a subcontractor.

6. Providing daily and monthly weight totals for reporting purposes.
