Collection and Transportation Services of Ashes from Building 1829 Solid Waste Incinerator Plant in the U.S. Commander Fleet Activities Yokosuka, Japan to the Government Designated Off Base Disposal Facility

Background
The solicitation is for the collection and transportation of incinerator ash from the YSK-1829 incineration facility to an approved disposal facility in accordance with national, prefectural, and Japanese laws, regulations, and JEGS. The Contractor is required to provide containers suitable for the collection and transportation of ashes. The prime contractor must have a waste collection and transportation business license for ash as general waste as required by Japanese government and local government laws regarding waste disposal and cleanup.

Work Details
The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental related work, and perform the recurring services according to the attached Performance Work Statement. The contract includes five options for recurring services from December 1st, 2023 to November 30th, 2028.
The services are to be performed at the U.S. Commander Fleet Activities Yokosuka (CFAY), Japan and transported to a government designated off-base disposal facility. The solicitation also includes various clauses incorporated by reference.

Period of Performance
The period of performance for the contract includes a base period from December 1st, 2023 to November 30th, 2024 with four additional option periods extending through November 30th of subsequent years.

Place of Performance
The services are to be performed at the U.S. Commander Fleet Activities Yokosuka (CFAY), Japan and transported to a government designated off-base disposal facility located at Ooaza Yana Oyama, Tochigi, Japan for incinerated bottom ashes and Nagasaka, Yokosuka city, Kanagawa, Japan for incinerated fly ashes.
