Collect, Propagate & Transplant - IDIQ   4

Background
The Bureau of Reclamation, Lower Colorado Region, is issuing this Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the collection, propagation, and transplantation of native species. The goal of this contract is to support environmental restoration and conservation efforts by ensuring the availability of native plant species for various projects.

Work Details
The contractor will be responsible for the following tasks:
1. Collecting native plant species from designated locations as specified in individual Task Orders (TOs).
2. Propagating these species in accordance with best practices to ensure healthy growth and viability.
3. Transplanting the propagated plants to specified locations as directed in each TO.
4. Each TO will include a detailed statement of work outlining specific tasks, unit quantities required, locations, and delivery timeframes.
5. The contractor must acknowledge receipt of each TO within three calendar days and may propose alternate delivery schedules at no additional cost.

Period of Performance
The contract period spans from September 1, 2026, through August 31, 2031, during which various task orders will be issued as needed.

Place of Performance
The work will be performed at various locations as specified in individual task orders issued under this contract.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior award 140R3021D0007, awarded to Greenheart Farms for $3,210,124 (09/08/21–08/31/26), covering collection, propagation, and transplanting of native species. The prior work includes collecting seeds/cuttings, propagating native plants in controlled greenhouse conditions (including similar species), and delivering and mass planting/transplanting at multiple locations with both mechanized and hand planting. The current IDIQ’s core tasks—collecting from designated sites, propagating per best practices, and transplanting to task-order locations—appear to be a continuation of the same functional scope.
