This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-07. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 315210 applies to this solicitation; business size standard is 750 Employees. The South Dakota Air National Guard has a requirement for 850 pair of cold weather gloves for wear with the OCP uniform. The South Dakota Air National Guard intends to issue a firm-fixed price order for the following: CLIN 0001 Qty: 100 PAIR Size: SM Protech - Sling Shot ICW Glove Style 811 (or Equal) CLIN 0002 Qty: 150 PAIR Size: MD Protech - Sling Shot ICW Glove Style 811 (or Equal) CLIN 0003 Qty: 300 PAIR Size: LG Protech - Sling Shot ICW Glove Style 811 (or Equal) CLIN 0004 Qty: 250 PAIR Size: XL Protech - Sling Shot ICW Glove Style 811 (or Equal) CLIN 0005 Qty: 50 PAIR Size: XXL Protech - Sling Shot ICW Glove Style 811 (or Equal) Minimum required specifications are as follows: coyote brown or black in color IAW AFI 36-2903 for use with OCP uniform, cold weather protection (minimum 100g Thinsulate or equivalent interior layer) yet flexible enough to provide dexterity while performing maintenance in cold weather conditions, Water Resistant (preferably waterproof), Wind Resistant (preferably windproof), Touchscreen Capable (use with tablets, iPads, laptops, cell phones, etc.), Anti-slip Grip, Standard Warranty. NOTE: Reference to a product of one or more manufacturers is provided for the purpose indicating an equal or equivalent product and shall be regarded as establishing a desired standard of performance and quality only. This information shall not be construed as limiting competition. If submitting an "Or Equal" item the Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of the products quoted. If an Equal product is being offered, the information must list the Mfg/Brand and Model of the product along with detailed specifications and a description of how the 'equal' items possess the same salient characteristics. Preparing and Submitting your Quote: Offerors shall provide pricing for the above items inclusive of delivery to the South Dakota Air National Guard, 1201 West Algonquin St, Sioux Falls, SD 57104-0264. Request delivery within 30 days after date of contract. If you cannot meet this request, please provide your best delivery date. Please make quotes valid for a minimum of 30 days. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, delivery, and past performance factors considered. Technical, delivery and past performance factors, when combined, are approximately equal when compared to price.
