Background
The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) is seeking information for potential small business sources to provide scientific, design engineering and analysis, configuration management, technical and integrated logistics support (ILS), refurbishment and overhaul for the SVTT and other Code 4524 additional programs in the following areas: Advanced Anti-Submarine Warfare (ASW) Launchers. The procurement is a complete follow-on to previous Seaport Task Order N00178-04-D-4083/N6660419F3003, which was solicited on an unrestricted basis. The incumbent is McLaughlin Research Corporation (MRC). The total level of effort is 240,200 labor hours for the five (5) year duration.

After review of the submitted Sources Sought, NUWCDIVNPT will release an Advanced Notice to Industry regarding the acquisition strategy/decision prior to release of the final RFP. It is anticipated that the RFP will be posted in August 2023 with contract award in January 2024. The resulting Task Order will use Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) provisions.

Work Details
The contractor shall provide engineering analysis, design, and design review services; integrated logistics support; configuration management services; and engineering and technical documentation services in support of SVTT projects that fall under the cognizance of the External Launcher and Defensive Systems Branch. These include the SVTT MK 32, Torpedo Loading Trays and Associated Equipment and Advanced ASW Launchers.

The systems to be supported are in various stages of operation, ranging from concept formulation to system enhancements, upgrades and modification and include Torpedo Tubes Mk 32 Mods 5,7, 9, 11, 14, 15, 17, 19 and the Hybrid Training Launcher; Torpedo Loading Trays Mks 2, 3, 7, 8, and 9; Torpedo tube support equipment.

Period of Performance
The anticipated performance period will span five (5) years from the date of award; one (1) base period and four (4) one year options.

Place of Performance
A majority of the required services shall be performed at Contractor Site (95%), and a portion of the services (5%) shall be performed on-site at NUWC Division Newport.
