Description

OPM-OCIO, and -RS need IT vendor services to modernize retirement benefits and financial systems and applications written in legacy programming languages on the IBM Mainframe.

Background
The Office of Personnel Management (OPM) is responsible for leading Federal agencies in workforce policies, programs, and benefits. The Office of the Chief Information Officer (OCIO) provides IT services and strategic vision to enhance customer experience in OPM operations.

Retirement Services (RS) administers retirement benefits for Federal employees and their survivors. OPM faces challenges with legacy Mainframe systems that are costly to maintain and difficult to integrate with modern technologies. This contract aims to modernize these systems, including over 80 legacy applications, by converting them to a cloud-based environment on Microsoft Azure, thereby improving the delivery of retirement benefit services.

Work Details
The contractor will provide IT vendor services to modernize retirement benefits and financial systems written in legacy programming languages on the IBM Mainframe. Key tasks include:
- Modernizing legacy systems using AI methods.
- Converting applications from COBOL, JCL, NATURAL, and others to modern programming languages like Java, Python, and C#.
- Migrating legacy databases (VSAM, ADABAS, DB2) to Microsoft Azure SQL DBMS.
- Refactoring code and implementing API layers for interoperability.
- Conducting various testing phases including functionality, performance, user acceptance testing (UAT), and security validation.
- Providing project management support using Agile methodologies.
- Ensuring knowledge transfer through training sessions for operations and maintenance staff.

Period of Performance
The contract will have a base year starting October 1, 2025, with one option year and a possibility of an additional option year.

Place of Performance
Work may be performed onsite at OPM's location in Washington, DC or remotely. Travel may be required to OPM's data centers in Boyers, PA or Macon, GA.
