Description

This is a combined synopsis/solicitation for items prepared in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation is issued as Request for Quotes (RFQ) 246-25-Q-0067r1.

This procurement is 100% Indian owned business set-aside under NAICS code 238160 with a size standard in millions of dollars $19.0.

The Contractor shall place a coating on the existing roof terraces to stop the infiltration of rain water into the building in accordance with the statement of work and drawing at The Clinton Indian Health Center 10321 N. 2274 Rd Clinton, OK 73601.

The period of performance for this requirement is 90 calendar days from Notice to Proceed.

There is no official site visit however one may be arranged by contacting David Dorety whose information is on page 11 of the clauses. Questions are due no later than September 5, 2025 5:00 p.m. CST. The closing date for receipt of quotes is September 10, 2025 COB CST. The offer shall be received by email to jeffrey.earnest@ihs.gov or in a sealed envelope, addressed to this office, showing the solicitation number, your name and address, no later than 5:00 p.m. CST, on September 10, 2025.

FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items)(JAN 2025)(DEVIATION FEB 2025).

THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO PROVIDE A PROPOSAL CONTAINING:

A) Firm, Fixed price quote on the SF18 form and a completed attached bid sheet.

B) Technically specifications of the statement of work, acceptable materials list to be used.

C) (2) Relevant past performance of this type of work, shall provide organization's name, point of contact, summary of project and award amount.

D)Submit Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form (attached).

Award amount is estimated to be less than $27,000.00.

Offers shall be evaluated on an acceptable/non-acceptable basis. Unacceptability of "A" and "B" (stated above) shall render the entire quote unacceptable.

Evaluation shall proceed as follows:

1. Quotes shall be ranked by price, from low to high
2. Quotes shall then be evaluated for technical acceptability beginning with the lowest priced quote
3. This process shall proceed until a technical acceptable quote is identified

THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO MEET THE REQUIREMENTS IN THE STATEMENT OF WORK

CONTRACT AWARD SHALL BE MADE TO THE RESPONSIBLE, RESPONSIVE OFFEROR OFFERING THE LOWEST REASONABLE PRICE AND MEETING ALL TECHNICAL SPECIFICATIONS.

The technical evaluation shall be a determination based on information furnished by the vendor in the submitted proposals. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.

Background
The Clinton Indian Health Center, operated by the Indian Health Service, has reported issues with leaks causing water damage to the building's carpet. The goal of this contract is to address and eliminate these leak problems through a roofing project. This procurement is set aside for 100% Indian-owned businesses.

Work Details
The contractor will be responsible for placing a coating on the existing roof terraces to prevent rainwater infiltration into the building. Specific tasks include:

- Roughing up areas of the concrete roof decks for better adhesion of the coating.
- Applying sand during the coating application for slip resistance as per manufacturer recommendations.
- Ensuring compliance with safety and infection control measures according to OSHA, NFPA Codes, and other relevant standards.

Deliverables include a project-specific safety plan, daily progress reports, final punch lists, operations and maintenance manuals, and as-built drawings.
