Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office, is conducting a sources sought request for information regarding the Coastal Tanker Time Charter (Extended Term). This initiative aims to evaluate the cost and availability of a tanker vessel to support the Defense Logistics Agency-Energy (DLA-Energy) in its operations. The request does not constitute an offer and is intended solely for option evaluation on an existing charter contract.

Work Details
The MSC seeks one (1) clean, U.S. flagged, double hull shallow draft tanker with segregated ballast tanks capable of carrying a minimum of 40,000 BBL of JP8, JP5, JA1 or F76. The vessel must meet specific characteristics including:

1. Delivery location: Sea of Japan / Western Pacific Range.
2. Worldwide operational limits.
3. Primary mission: Serve as an afloat storage tanker with capabilities for consolidation, lighterage, and transfer over the shore.
4. Minimum vessel specifications include:
- Age less than twenty (20) years; vessels exceeding fifteen (15) years must be enrolled in a classification society's condition assessment program and rated two (2) or better.
- Maximum length overall (LOA) of 108 meters.
- Maximum deadweight tonnage (DWT) of 8,000 metric tons with re-measurement allowed at owner's expense.
- Equipped with a bow/jet thruster and a minimum of three segregations with double valve isolation.
- A 3-ton boom or crane capable of reaching both port and starboard sides to safely lift cargo hoses.
- Minimum speed over ground (SOG) of 12 knots in moderate weather.
- Ability to serve as a floating storage platform and conduct consolidation and lighterage operations.

Period of Performance
One (1) year base period followed by one (1) one-year option period and one (1) eleven-month option period.
