Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office, is conducting a Sources Sought Notice (SS-26-089) to gather information regarding the cost and availability of a coastal tanker for an extended term time charter.

The primary mission of this vessel is to support the Defense Logistics Agency-Energy (DLA-Energy) by serving as an afloat storage tanker capable of consolidating, lightering, and transferring fuel over the shore.

Work Details
MSC requests information about one (1) clean, U.S. flagged, double hull shallow draft tanker with segregated ballast tanks (SBT) that can carry a minimum of 40,000 BBL of JP8, JP5, JA1 or F76.

The vessel must meet the following specifications:
1. Delivery location: Sea of Japan / Western Pacific Range.
2. Worldwide trade limits.
3. The vessel must be capable of serving as a floating storage platform and conducting consolidation and lighterage operations.
4. Minimum characteristics include:
A. Age less than twenty (20) years; vessels exceeding fifteen (15) years must be enrolled in their classification society’s Condition Assessment Program (CAP) and rated two (2) or better.
B. Maximum Length Overall (LOA) not exceeding 108 meters.
C. Maximum Deadweight Tonnage (DWT) not exceeding 8,000 metric tons with re-measurement allowed at owner's expense.
D. Equipped with a bow/jet thruster and a minimum of three segregations with double valve isolation.
E. Must possess a 3-ton boom or crane capable of reaching both port and starboard for safely lifting cargo hoses.
F. Minimum speed of advance (SOA) of 12 knots in moderate weather.

Period of Performance
One (1) 1-year base period followed by one (1) eleven (11)-month option period.
