Coastal Tanker Charter (Extended Term)

Background
The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office, is conducting a sources sought notice for the shallow draft tanker time charter (extended term). This request for information aims to evaluate options on an existing charter contract and does not commit to any costs incurred in the preparation or submission of responses. The primary mission of this contract is to support the Defense Logistics Agency-Energy (DLA-Energy) by providing a vessel for afloat storage and transfer operations.

Work Details
The MSC requests information regarding the cost and availability of one (1) clean, U.S. flagged, double hull shallow draft tanker with segregated ballast tanks (SBT) capable of carrying a minimum of 40,000 BBL of JP8, JP5, JA1 or F76. The vessel must meet the following minimum characteristics:

1. Must be less than twenty (20) years old during the charter; vessels exceeding fifteen (15) years must be enrolled in their classification society’s Condition Assessment Program (CAP) and rated two (2) or better.
2. Maximum length overall (LOA) shall not exceed 108 meters.
3. Maximum deadweight tonnage (DWT) shall not exceed 8,000 metric tons with re-measurement allowed at owner's expense.
4. Must have a bow/jet thruster.
5. Minimum of three segregations with double valve isolation.
6. A 3-ton boom or crane capable of reaching both port and starboard to safely lift cargo hoses, fitted with cruciform bits at the manifold.
7. Minimum speed of advance (SOA) of 12 knots in moderate weather.
8. Ability to serve as a floating storage platform and lighterage.

Period of Performance
One (1) 1-year base period, one (1) 1-year option period, and one (1) 11-month option period.
