THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH.

This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the United States Coast Guard (USCG) is not at this time seeking proposals and will not accept unsolicited proposals.

Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. Responses to the RFI will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

Background
The United States Coast Guard (USCG) is issuing this Request for Information (RFI) to gather insights for improving coastal maritime domain awareness in the Sector Houston-Galveston area. This region is critical to national economic security, encompassing five of the twenty busiest ports in the U.S., including the Port of Houston, which is the largest port in the nation.

The Greater Galveston Bay and Golden Triangle Port Complexes account for 25% of total U.S. tonnage by ships and contribute over $1 trillion to the national economy. The area includes significant infrastructure such as major refineries and a National Marine Sanctuary.

Work Details
The USCG seeks information from potential offerors to conduct a technical assessment of Vessel Traffic Services (VTS) technologies and operations within Sector Houston-Galveston. Offerors are expected to provide a technical demonstration for government and industry partners, showcasing their proposed turnkey transformation of VTS operations. Key tasks include:
- Providing evidence of current membership in the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA).
- Conducting a comprehensive port assessment of existing VTS systems, including remote sensor sites, radio/AIS equipment, voice communications systems, and maritime control systems.
- Developing a proposed turnkey transformation plan that addresses:
- Replacement sensor laydown
- Vessel Traffic Center with VTS Watchstander Interfaces
- VHF transceivers with integrated recording
- Network/sensor connections
- Uninterrupted Power Supply (UPS), racks, etc.
- Sustainment and training plans
- Compliance with IALA standards for all VTS equipment and processes.
- Presenting a technical demonstration that includes proposed command center interfaces, a detailed transformation plan, rough order of magnitude (ROM) costs for full transformation including replacement, training, sustainment, and annual sustainment costs over five years.

Responses are requested for evaluation during the third or fourth quarter of fiscal year 2025.
