Coast Guard Base Cape Cod Gun Range Cleaning/Maintenance

Background
The United States Coast Guard (USCG) is seeking services for the cleaning and maintenance of the small arms firing range (SAFR) at Base Cape Cod (BCC). This initiative aims to ensure compliance with applicable State and Federal regulations, as well as Department of Defense (DOD) and Department of Homeland Security (DHS) policies. The contract is set aside for Women-Owned Small Businesses.

Work Details
The contractor will be responsible for the cleaning and maintenance of the SAFR, including associated lobby areas and heating, exhaust, and ventilation systems. Key tasks include:
- Development and implementation of a Quality Control (QC) program that includes an introduction to the QC system, objectives, success updates, inspection procedures with checklists, problem resolution processes, roles and responsibilities, waste management protocols, health and safety compliance, and service work procedures.
- Conducting performance evaluation meetings with the Contracting Officer's Representative (COR) before commencing work and as necessary throughout the contract duration.
- Ensuring government quality assurance requirements are met by allowing inspections and reviews by designated personnel.
- Compliance with specific quality assurance functions including lead wipe sampling to verify cleanliness according to established standards. Areas not meeting cleanliness standards will require re-cleaning at no additional cost to the USCG.

Period of Performance
The base period of performance is from approximately November 1, 2021, through October 31, 2022, with four optional 12-month periods extending through October 31, 2026.

Bidder Requirements
Bidders must be classified as a Women-Owned Small Business. Additional requirements include relevant experience in cleaning services for similar facilities, adherence to health and safety regulations, possession of necessary licenses or certifications related to environmental compliance and waste management.
