Description

Navy Region Southwest (NRSW) N40 is tasked with ensuring future water sustainability and security in support of military operations for installations throughout the NRSW. A specific focus of interest are those installations that utilize their own groundwater (NAS Fallon) in state's that are dealing with a severe water shortage and those installations covered under California's Sustainable Groundwater Management Act (SGMA). Currently, those bases include Naval Base Ventura County (NBVC), Naval Air Weapons Station China Lake (NAWS CL) , Naval Air Station Lemoore (NASL), and Naval Support Activity Monterey (NSA

NRSW seeks program technical support for its water resilience program, to focus specifically on groundwater/surface water program management and continuity. The support will lead support for NRSW installation water rights litigation, manage technical aspects of water resources projects, provide briefings and reports, review documents, track federal, state, and local water resources requirements (e.g., Sustainable Groundwater Management Act (SGMA)), and coordinate with other Services in the West on water resilience issues.

These services were previously performed by NRSW personnel however, due to the increase in active water right litigations, pressure from state legislature and regulations, contractor support is required due to lack of internal resources.

Background
Navy Region Southwest (NRSW) N40 is responsible for ensuring future water sustainability and security in support of military operations across various installations. Work Details
The contractor will provide technical support for the NRSW water resilience program with a focus on groundwater and surface water management. Key tasks include:

- Leading support for installation water rights litigation;
- Managing technical aspects of water resource projects;
- Providing briefings and reports;
- Reviewing documents;
- Tracking federal, state, and local water resource requirements including SGMA;
- Coordinating with other military services on water resilience issues.

Specific deliverables include:

- Conducting a water usage analysis for each installation;
- Developing sustainability guidance;
- Attending quarterly briefings;
- Organizing coordination meetings;
- Reviewing proposed utility projects for impacts on water resiliency;
- Evaluating incoming legislation affecting Navy water security.

Period of Performance
The contract will be performed over a period from September 27, 2024, to September 26, 2025.

Place of Performance
The primary place of performance is at the CNRSW office located at 750 Pacific Coast Highway, San Diego, CA 92132. Remote work may be considered for Washington DC residents.
