Description

Subject to FAR Clause 52.215-3, entitled, Solicitation for Information and Planning Purposes, this announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources for an anticipated single award, Firm Fixed Price type contract for technical services, asset management, calibration, cyclic rework, and SE installations/removals (for ships undergoing RCOH and PIA), and knowledge and know how on the numerous information management systems related to the aviation SE, test benches and Individual Material Readiness List (IMRL) for Director of Aviation Support Equipment (SE) (N423B) under NAICS Code 541330 with a size standard of $25.5M. It is anticipated that the period of performance for this requirement will be a 12-month base period with four (4) 12-month option period and a six-month option IAW FAR 52.217-8. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.

Background: The requirement is in direct support of the Director of Aviation Support Equipment (SE) (N423B), which is located in the Aircraft Material and Support Equipment Directorate (N423) on the staff of Commander, Naval Air Forces, U.S. Atlantic Fleet (CNAL). CNAL is organizationally aligned with Commander, Naval Air Forces, U.S. Pacific Fleet (CNAP), together acting as the air logistics agent for Commander, Fleet Forces Command (CFFC). CNAL N423 along with the CNAP Aircraft Maintenance Policy Directorate (N422) and the CNAL Aircraft Engineering Directorate (N421) for CNAL/CNAP function as three components of the Aircraft Material Directorate (N42) for CNAL/CNAP. CNAL N423 is responsible, in part, for providing Aviation Maintenance Policy and Procedures for the U.S. Atlantic and Pacific Fleets, providing support in the identification and resolution of aircraft and aviation SE maintenance and material readiness related issues while monitoring logistics readiness and conducting process improvement initiatives with regards to aviation maintenance. N423 also plans, programs, monitors and controls the introduction and implementation of aviation automated maintenance management information systems for all CNAL/CNAP organizations.

Scope: Director of Aviation Support Equipment requires support services IAW the Performance of Work Statement (PWS).

The NAVSUP Fleet Logistics Center (FLC), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive acquisition strategy for the support services detailed above and in the attached PWS. Responses to this Sources Sought request should reference CNAF Logistics Support Aviation Support Equipment (SE) and shall include the following information in this format:

1. Company name, address, point of contact name, phone number, fax number and email address.

2. GSA Schedule, Seaport-e Schedule, or any other DoD Contract Vehicle

3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, WOSB, SB, Veteran-owned, etc., in accordance with the NAICS Code.

4. Contractor and Government Entity (CAGE) Code.

5. Capability Statement detailing the contractor's ability to provide supplies and training support services for the requirements specified in the PWS. Relevant past performance information on same/similar work within the last 5 years is recommended in response. Please include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought and detail how these contracts are similar in scope, complexity, and magnitude to this requirement.

6. Include any other supporting documentation.

Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages in no less than 12-font. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor.

Background

CNAL N423 is responsible for providing Aviation Maintenance Policy and Procedures for both U.S. Atlantic and Pacific Fleets, addressing maintenance and material readiness issues while monitoring logistics readiness and conducting process improvements related to aviation maintenance. The contract aims to provide technical services, asset management, calibration, cyclic rework, SE installations/removals for ships undergoing RCOH and PIA, and knowledge on various information management systems related to aviation SE.

Work Details
The contractor will provide a broad range of technical services including:
1. Management and technical expertise for 27 Intermediate Maintenance Activities (IMAs), 11 aircraft carriers, 9 L-Class ships, and over 2,200 aircraft across shore and sea-based activities.
2. Aligning and managing SE to ensure readiness for tasking (RFT) for USN and Core Competent Units (USMC).
3. Assisting in preparation for flight operations during Fleet Readiness Training Plans (FRTP), deployments, and sustainment.
4. Developing SE logistics program policies and providing technical advice on SE logistics policies issued by higher authorities.
5. Providing proactive technical support to Fleet activities to resolve Type Model Series (TMS) support equipment issues.
6. Integrated logistics support planning for operation, modification, maintenance, repair of in-use SE/IMRL at the Fleet Readiness Center/Aircraft Intermediate Maintenance Department.
7. Liaison with NAVAIR and Level III Repair providers to ensure rework requirements are satisfied.
8. Management of the SE Naval Aviation Metrology and Calibration Program including policy review.
9. Coordination with CVNs undergoing RCOH/PIA regarding AIMD test benches/SE/IMRL management.

Place of Performance
The primary place of performance will be at Naval Support Activity Hampton Roads, Norfolk, VA.
