CMCS - Sources Sought - FCC Hazelton

Background
The Federal Bureau of Prisons is seeking to provide Comprehensive Medical Services for Federal inmates at the Federal Correctional Complex (FCC) located in Bruceton Mills, WV.

The goal of this contract is to ensure that inmates receive necessary medical care, which aligns with the Bureau's mission to provide safe and humane conditions of confinement.

Work Details
The services required under this contract include:
- Inpatient Facility Services
- Outpatient Facility Services
- Inpatient Physician Services
- Outpatient Physician Services
- Long Term Acute Care
- Telehealth Services
- Outpatient Institution Services (On-Site Physician & Session-Based).

Estimated quantities for services include approximately 480 inpatient days and 1715 outpatient visits per year. Additionally, telehealth services are anticipated for various specialties including cardiology, dermatology, endocrinology, gastroenterology, general surgery, neurology, nephrology, pulmonology, rheumatology, and urology. Pricing will be based on Medicare reimbursement methodologies with offerors allowed to propose discounts or premiums from benchmark rates.

Period of Performance
The anticipated contract period consists of a base year from the effective date of award (EDOA) through 12 months with four additional 12-month option periods for renewal.

Federal Correctional Complex (FCC) located in Bruceton Mills, WV.

Bidder Requirements
Bidders must demonstrate the ability to provide comprehensive hospital and physician services to inmates. They should also indicate their business size. Additionally, bidders must be eligible for participation in small business programs such as the '8(a)' Program or Veteran-Owned Small Business concern. Contractors must also be capable of providing centralized billing for all services rendered.

The prior award for comprehensive medical services at FCC Hazelton, WV (15B12122D00000001) lists Seven Corners as the awardee with a value of $41,141,545 over 11/01/21–09/15/26. The description of that effort includes delivery of a full range of medical care and comprehensive medical scheduling services for the facility, which aligns closely with the current sources sought’s planned inpatient/outpatient facility and physician services, long-term acute care, and telehealth requirements at the same location.
