This is a pre-solicitation notice for a Request for Proposal (RFP) for CLR039b Long Range Discrimination Radar (LRDR) Construction Package #2 (CP#2) Entry Control Facility & SSL-A Boundary, Clear AFS, Alaska. This acquisition will be advertised as a Competitive Total Small Business Set-Aside.
The solicitation is expected to be issued on or after 3 April 2018. The expected solicitation period will be 30 days.
This will be a Best Value - Trade-off process solicitation for the constuction of an Entry Control Facility (ECF), complete perimeter Integrated Electronic Security System (IESS), security fencing, and perimeter lighting & final grading.
All contractors are advised that they must be registered in the System of Award Management (SAM) (https://www.sam.gov/). Joint ventures must be registered in SAM as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for award. Lack of registration in the SAM database will make an offeror ineligible for award.
In accordance with FAR 36.204 -- Disclosure of the Magnitude of Construction Projects, the magnitude of construction is over $10M.
OBTAINING THE SOLICITATION: The solicitation will be available electronically from FedBizOpps website (www.fbo.gov) on or after 3 April 2018. On the FedBizOpps website, vendors will need to utilize the Vendor Opportunities Search function and enter this solicitation number to Search by Solicitation/Award Number. The solicitation and any future amendments to the solicitation will be available for download via FedBizOpps website. All responsible small business sources may submit an offer in the form and format stated in the solicitation. All notifications of changes to the solicitation shall be made through the internet only. It is the offeror's responsibility to check for any posted changes to the solicitation.
