Background
The Defense Health Agency (DHA) is issuing a Draft Request for Proposal (RFP) for Clinical Reference Laboratory Testing Services. The goal of this contract is to provide non-personal services to support Medical Treatment Facilities (MTFs) worldwide and other federal agencies in patient care.

The DHA aims to enhance its testing capabilities by outsourcing laboratory testing that cannot be performed in-house, covering a range of complexities as defined by applicable laboratory requirements.

Work Details
The contractor will be responsible for providing Clinical Reference Laboratory Testing Services, which includes:
1. Performing laboratory tests that the DHA does not have the capacity or capability to conduct in-house.
2. Ensuring compliance with 42 CFR Part 493, which outlines laboratory requirements.
3. Supporting MTFs and other federal agencies in delivering quality patient care through timely and accurate laboratory testing services.
4. Participating in training events and exercises related to continuity of operations procedures as directed by the DHA.
5. Maintaining a Mission-Essential Contractor Services Plan that outlines how essential services will continue during crises.

Period of Performance
The contract will have multiple line items with varying periods of performance, including:
- Line Item 0001: From June 20, 2026, to December 19, 2026.
- Line Item 0002: From June 20, 2026, to June 19, 2031.
- Line Item 1002: From June 20, 2031, to June 19, 2036.

Place of Performance
The services will be performed at various Medical Treatment Facilities (MTFs) worldwide.
