Climate Resilience Regional Challenge (CRRC) Fellowship Program   3

Background
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office for Coastal Management (OCM), has a need for administration of a fellowship program, providing on-the-job education and training opportunities for newly-graduated young professionals and provides specific technical assistance for Climate Resilience Regional Challenge (CRRC) grant recipients (“collaboratives”). Highly qualified, recently graduated (within three years) bachelor or masters recipients (fellows) are matched with CRRC collaboratives around the coastal U.S. (including all states and territories) to provide direct support to the collaborative on their grant project for two-years.

Work Details
The contract requires the administration of a fellowship program, providing on-the-job education and training opportunities for newly-graduated young professionals and specific technical assistance for Climate Resilience Regional Challenge (CRRC) grant recipients. The contractor is expected to coordinate the administration of the fellowship program, including advertising the program to appropriate universities, providing career and professional development training to fellows, managing fellowship administration, communicating with fellows located in various states and U.S. territories, providing appropriate professional development support to fellows while in the program, advertising and marketing the program to appropriate recipients, managing and coordinating consultant and subcontractor efforts, providing staffing matrix for key positions, preparing monthly progress reports, preparing an annual progress report, conducting a kick-off meeting to review award and POC’s, completing all mandated NOAA Contractor Training as assigned, meeting security requirements for information technology resources, ensuring compliance with restrictions against disclosure policy, engaging with AbilityOne Contractor (Non-Profit Agency) for subcontracting opportunities as applicable.

Period of Performance
The period of performance for the contract is from August 01, 2024 through July 31, 2029.

Place of Performance
The place of acceptance will be at U.S. Department of Commerce Office for Coastal Management located at 2234 South Hobson Avenue Charleston, SC 29405-2413.
