Description

This Pre-Solicitation Notice provides notice of the Government's intent to issue a solicitation for Classified and Unclassified Pouch and Mail Services. The Sources Sought was 19AQMM21N0031.

Place of Performance: Metro Washington DC Area

Period of Performance: One (1) Year Base Period with Four (4) Option Years

Competition Procedures: Full and Open (Total Small Business)

Basis of Award: Trade Off/Best Value

Contract Type: Hybrid - Time and Materials (T&M)/Firm Fixed Price (FFP) with Labor Hour (LH) CLINs

The approximte acquisition schedule is as follows: The Presolicitation Notice will be posted for at least fifteen (15) days. On or about November 21, 2022, the Government plans to post the solicitation on http://SAM.Gov. No paper copies will be mailed. Once posted, offerors will have two (2) days to provide a maximum of two (2) names of individuals who currently possess the required clearances to attend the Site Visit which will occur during the week of December 5th 2022. Oral Presentations will take place January 4, 2023 thru January 10, 2023. The Government intends to select a minimum of three (3) not to exceed a maximum of five (5) proposals for the Competitive Range. The offerors selected for Competitive Range from Oral Presentations will have two weeks to submit Final Proposals. Estimated Award Date is March 6, 2023. All dates are subject to change.

The Question and Answer (Q&A) period opens with the posting of the solicitation and ends on the date specified in Section L of the solicitation. All announcements and amendments made to the solicitation will be posted to http://SAM.gov. Only emails following the Q&A instructions in Section L of the solicitation will be accepted. No other emails or phone calls will be accepted.

Offerors shall be knowledgeable in written and spoken English, shall be registered in the System for Award Management (SAM) in order to be eligible for award. Additionally, all interested Offerors shall possess a Defense Counterintelligence and Security Agency (DCSA) Interim or Final Facilities Clearance at the TOP-SECRET level at the time of proposal submission in order to be considered for award of this contract.

Enclosed as an attachment to this presolicitation is a draft Statement of Objectives (SOO). A final copy of the SOO will be included in the solicitation.

Background
The U.S. Department of State (DoS), Bureau of Administration, Office of Logistics Management’s (A/LM) mission is to support U.S. diplomacy by providing efficient, economical, high-quality services to customers worldwide, so they, in turn, can create a more secure, prosperous, and democratic world for the benefit of the American people.
The overall mission of DoS could not be accomplished without the material and services support provided by A/LM. A/LM exists to support its customers worldwide. The customers are primarily from DoS, such as embassies, consulates, and domestic offices, but also include members of other U.S. Government Agencies involved in foreign affairs and operations.

Work Details
The purpose of this contract is to obtain classified and unclassified diplomatic pouch and mail services for the U.S. Department of State using a performance-based arrangement. The contract includes providing insight into mail operations and process engineering including a deep understanding of addressing schemes, bar-code technology, mail metering, zip codes and sorting techniques; accurate receiving, sorting, pouching and handling resources for processing packages and mail to the correct customer in a timely, consistent, secure, undamaged and accountable way at a reasonable cost; operating Government-developed safety and security screening procedures; dispatching to Government-provided freight forwarders; efficiently integrating and utilizing Government provided automated sorting technology over the term of the contract period including letter, flat mail and package sorters; aligning workforce to seasonal volume fluctuations; adjusting quickly to emerging threats or disasters affecting diplomatic pouch and mail activities or facilities; ensuring compliance with workplace safety and environmental regulations; ensuring compliance with governing regulations for transportation of goods CONUS and OCONUS.
