***UPDATE: Norfolk Naval Shipyard will extend the Request for Proposals (RFP) for Class A Radioactive Waste Disposal services from March 2, 2024 to March 4, 2024 at 3:00 p.m. Attached is a copy of amendment N4215824RE002-A0001.*****

The Services Contract Division, C412, Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to negotiate and award a single award Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed Price Contract for Class A Radioactive Waste Disposal Services in support of the Naval Nuclear Propulsion Program (NNPP) for the permanent disposal of solid and liquid Class A Low Level Radioactive Waste (LLRW) at a Nuclear Regulatory Commission (NRC) or NRC-Agreement State licensed disposal facility.

Waste material for disposal will contain individual radionuclides or combinations of radionuclides listed in Title 10 CFR Part 61. Waste material will meet the limits of Class A waste as defined by Title 10 CFR Part 61 Subpart D Part 61.55. No waste material requiring disposal as Class B or Class C will be disposed under the resulting contract. The Contractor shall provide services for disposal of components having unique design characteristics or for large components. The disposal facility must be able to receive LLRW directly from NNPP sites or from Contractors that have processed NNPP waste under separate contract(s).

Contractor services are required for the transportation of material directly from NNPP sites to the disposal facility, at the option of the NNPP sites. Waste shipments may come directly from the NNPP site or from contractors operating under separate contract(s) where the material has been volume reduced or otherwise processed/handled. NNPP processed waste will be packaged and shipped by the processing contractor in accordance with Department of Transportation (DOT), Agreement State, and disposal site regulations.

Disposal and transportation services shall be provided in accordance with all applicable laws and regulations, including, but not limited to, the Nuclear Regulatory Commission (NRC), the Environmental Protection Agency (EPA), the Occupational Safety and Health Act (OSHA) and associated regulations, the DOT, the Toxic Substances Control Act (TSCA) and associated regulations, radioactive waste compact, and the appropriate Agreement State (as applicable).

Emails asking questions concerning the solicitation must be accompanied with a Read Receipt to ensure the Government has received the email. The Government makes no guarantee that questions received after this date will be answered.

Background

Work Details
Contractor services are required for transportation (at the site’s option) and licensed disposal of Naval Nuclear Propulsion Program (NNPP) Class A Radioactive solid and liquid waste. The Contractor shall dispose of NNPP material in a disposal facility licensed to accept Class A waste material. The Contractor shall receive waste materials generated at various NNPP sites such as Norfolk Naval Shipyard (NNSY), Portsmouth, VA; Portsmouth Naval Shipyard (PNS), Kittery, ME; Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, WA; Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNS & IMF), Pearl Harbor, HI; Nuclear Regional Maintenance Department (NRMD) Point Loma, San Diego, CA; Naval Base Coronado (NBC), San Diego, CA; NRMD Norfolk, Norfolk, VA; NRMD Kings Bay, Kings Bay, GA; NRMD Bangor, Bangor, WA; NRMD New London, New London, CT; Kenneth A. Kesselring Site (Kesselring), West Milton, NY; Knolls Atomic Power Laboratory (Knolls), Niskayuna, NY; Bettis Atomic Power Laboratory (Bettis), West Mifflin, PA; Naval Reactors Facility (NRF), Idaho Falls, ID; Nuclear Power Training Unit (NPTU), Charleston, SC; Electric Boat Shipyard (EB), New London, CT; Huntington Ingalls Industries - Newport News Shipbuilding (HII-NNS), Newport News, VA. The Contractor shall provide services for the receipt and disposal of material generated from NNPP sites. Shipments may come directly from the NNPP site or from contractors operating under separate contract(s) where the material has been volume reduced or otherwise processed/handled. NNPP processed waste will be packaged and shipped by the processing contractor in accordance with Department of Transportation (DOT), Agreement State, and disposal site regulations directly to the Contractor’s licensed disposal facility for disposal.

Period of Performance
The contract includes a base year effort with a minimum guarantee of $1500.00. Additionally, there are options for three additional years.

Place of Performance
The contractor shall perform all work including waste disposal and transportation in the United States of America.
