Description

This is a Limited Source Justification authorizing the award for ClaimsCore Program Management Office (PMO) Support Services/ ClaimsCore Transformation Enablement (CCTE) issued under the Federal Supply Schedule (FSS) / General Services Administration (GSA) Multiple Award Schedule (MAS) program during the ClaimsCore Proof of Concept (POC) phase and implementation period, without providing fair opportunity to all schedule contractors, pursuant to GSAM 538.7104-3 and FAR 8.405-6(a)(1)(i)(B).

Background
The ClaimsCore Transformation Enablement (CCTE) is a Limited Source Justification issued by the Centers for Medicare & Medicaid Services (CMS) under the Federal Supply Schedule (FSS) / General Services Administration (GSA) Multiple Award Schedule (MAS) program. This justification authorizes the award for ClaimsCore Program Management Office (PMO) Support Services during the ClaimsCore Proof of Concept (POC) phase and implementation period, without providing fair opportunity to all schedule contractors due to unusual urgency.

Work Details
The contract encompasses five key task areas:

1. Program Governance and Oversight - Establishing governance frameworks, decision-support structures, and program controls for the ClaimsCore POC and implementation phases.

2. Vendor Artifact and Commitment Tracking - Initializing and maintaining a vendor artifact tracker within 10 business days of each order's commencement; ongoing tracking throughout the POC.

3. Governance, Stakeholder, and Engagement Mapping - Publishing an initial governance map within 10 business days of each order's commencement.

4. Integrated Master Plan/Schedule Validation - Reviewing vendor-submitted IMP/S materials from day one of the POC to ensure alignment with CMS objectives.

5. Program Management Support and Reporting - Providing ongoing PMO support, status reporting, risk management, and executive-level briefings throughout the POC and initial implementation phases.

Period of Performance
The performance is set to commence in June 2026, with full operational capability of the PMO required within 10 business days of contract award.

Place of Performance
Windsor Mill MD 21244 UNITED STATES

Bidder Requirements
Deloitte Consulting LLP is identified as the only source capable of fulfilling this requirement due to their unique qualifications which include:

a) Medicare Claims Modernization Domain Expertise;

b) Active CMS Security Clearances held by personnel;

c) Established CMS Contractual Vehicles that allow rapid order placement;

d) Availability of an integrated PMO team with specific skill sets that can mobilize within the required timeframe.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on the prior CMS ClaimsCore transformation enablement contract (47QRAA18D001P-75FCMC26F0113) awarded to Deloitte Consulting for $15,525,111 covering 06/26/26–11/28/28. The prior award description indicates Deloitte is supporting ClaimsCore, a multi-year modernization effort to replace legacy Medicare FFS claims processing systems, which aligns closely with the current CCTE scope focused on ClaimsCore PMO support during the POC and implementation period (e.g., governance/oversight, integrated master plan validation, and ongoing reporting).
