This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation is issued with combination of FAR Part 12 and 15 as a Request for Proposal (RFP).

The subject solicitation has incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-101 10-26-2018.

This acquisition is procured as a 100% Woman-Owned Small Business (WOSB) Set-Aside. The North American Industry Classification System (NAICS) code is 524292, Third party Administrative of Insurance and Pension Funds, with a size standard of $32.5 million.

The primary scope of this contract is to provide any function necessary to process military awards, and claims on benefits and entitlements as detailed in the Performance Work Statement (PWS) found in Section: SF 1449 - Continuation Sheet.

Pricing Schedule and Periods of Performance (POP) Service dates for each contract line item number (CLIN) are detailed in the Section: SF 1449 - Continuation Sheet.

In accordance with FAR 52.212-2 and Addendum 52.212-2, award shall be made to the responsible offer with the lowest price technically acceptable offer following the procedures as outlined in FAR Subpart 15.101-2, Lowest Priced Technically Acceptable (LPTA) source selection process.

The government anticipates award of single firm-fixed priced contract from this solicitation.

Provision 52.212-1, Instructions to Offerors - Commercial Items, and addendum applies to this acquisition and is included in Section: SF 1449 - Continuation Sheet of this instrument.

Provision 52.212-2, Evaluation - - Commercial Items and addendum applies to this acquisition and is included in Section: SF 1449 - Continuation Sheet of this instrument.

FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items with additional FAR clauses sited in the clause, apply to this acquisition and are included in Section: SF 1449 - Continuation Sheet of this instrument.

There shall be no scheduled site visit for this action.

Offerors shall submit questions regarding this solicitation electronically to Monika (Moni) Watkins, Contract Specialist (CS) at monika.watkins2.civ@mail.mil and Barbara Mattingly, Contracting Officer (KO) at Barbara.j.mattingly2.civ@mail.mil prior to, but not later than, 9:00 AM Eastern Time (ET), 6 February 2019. Late submission may not be given consideration. Questions shall identify the PWS paragraph number or solicitation reference with each question. Responses to questions shall be provided to offerors simultaneously via amendment, if applicable. KO reserves the right to NOT respond to all questions received. Telephonic inquiries shall not be entertained.

Changes to the terms and conditions of the RFP shall only be accomplished through formal written amendment issued by MICC - Fort Knox KO. All amendments shall be posted to FBO; it is the offeror's responsibility to ensure all amendments are acknowledged.
