7/18/23: The Civilian Welfare Fund (CWF) for Hill Air Force Base, UT, plans to acquire the following commercial
services: Vending Machine/ Concessionaires.

The Civilian Welfare Fund (CWF) currently has 17 Micro Market/Bistro/Canteen Self Checkout Kiosks Vending providing fresh food such as sandwiches, frozen foods, snacks, and beverages; 32 Snack Vending Machines; 168 Beverage Vending Machines to service the Civilian population working on Hill AFB. Additional information and requirements are in the attached
Statement OF Work (SOW).
The Government intends to award one or multiple Firm Fixed Price Blanket Purchase Agreements
(BPA) based on Best Value IAW DoDI 4105.67(4)(d). This BPA will be a 12 month contract with the
option to continue the contract for up to an additional four years to be signed in 12 month increments if
the NAFI CWF chooses renewal. Determination will be made after receipt of proposals. This acquisition
follows the guidance outlined in DoDI 4105.67.
To be considered best value, a technical description of the services being offered must be sufficiently
detailed to evaluate and determine compliance with the requirements in the solicitation and in
accordance with the Statement of Work (SOW).

Background
The Civilian Welfare Fund (CWF) for Hill Air Force Base, UT, plans to acquire Vending Machine/Concessionaires services. The CWF currently has 17 'Micro Market/Bistro/Canteen' Self‐Checkout Kiosks Vending providing fresh food such as sandwiches, frozen foods, snacks, and beverages; 32 Snack Vending Machines; 168 Beverage Vending Machines to service the Civilian population working on Hill AFB. Work Details
The contractor shall furnish all labor, transportation, materials, and equipment to install and maintain vending machines/Self-Checkout Kiosks in various buildings across the base. The contractor shall provide all equipment, labor, materials, and cost to perform services including maintaining inventory/stock levels regularly in each machine, replacing expired products with non-expired products before or upon the expiration date, issuing refunds/reimbursement for expired products, damaged products and/or customer satisfaction issues, repairing and maintaining all machines to keep them fully functional, adding new machines or removing existing machines when requested by NAFI or CWF on behalf of Hill AFB.

The workday/week is standard 8-hour day, 5-day week, Monday through Friday between the hours of 6:00 AM and 4:00 PM local time.

Period of Performance
A 12-month Contract with the option to continue the contract for up to an additional 4 years to be signed in 12-month increments if renewal is chosen by the NAFI CWF.
