Citrix XenMobile and XenApp System Support Training

This is a notice of intent by the Internal Revenue Service (IRS), on behalf of the Department of Treasury's Departmental Offices (DO) to contract with Citrix Systems, Inc. (Citrix) on a sole source basis for custom computer programming services.

The Department of Treasury/Office of the Chief Information Officer (OCIO) desires the services of one vendor as a best practice to offer highly specialized support training for the following platforms: 1) Citrix Managing XenApp and XenDesktop Solutions, and 2) Citrix Enterprise Mobility Management (XenMobile Enterprise/Netscaler).

The period of performance for the support training is September 28, 2015 - October 28, 2015. The authority used for this sole source contract is FAR 13.106-1(b)(1) (Only One Responsible Source) and is based on the rationale that Citrix is the only authorized Citrix training provider that can provide customized training offerings. Although there are Citrix Authorized Learning Centers (CALCs) in North America that offers standard Citrix authorized training courses; however, they are not permitted or authorized to customize course content or outlines for a tailored delivery to customers. The NAICS code is 541511.

This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to perform these services, which will be considered by the Agency, via email to Syntoria L. Spencer, at the email address provided below by 12:00pm Eastern Time (ET) on Tuesday, September 15, 2015. Responses shall include, at a minimum, the following information:
1. The name of your company;
2. Company DUNS No.;
3. POC name and contact information;
4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and,
5. A description of that product(s) and its overall capabilities.

Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the IRS will proceed with the sole source award to Citrix Systems, Inc. 4988 Great America Parkway Santa Clara, CA 95054. The anticipated award date of this purchase order is on or around September 25, 2015. No collect calls will be accepted.
