Citrix Server Upgrade

Background
The Food and Drug Administration (FDA), specifically the Office of Chief Scientist, Office of Analytical and Regulatory Labs (OARL), has implemented a Chromatographic Data System (CDS) for full lab automation at its pharmaceutical testing laboratories in 2023.

The FDA owns and manages an offsite server for the primary CDS software, located in Jefferson, Arkansas, which provides capabilities to all CONUS locations. The current Citrix Virtual Delivery Agent (VDA) Servers utilize an outdated version of Windows 2016, which is now past its end of life. The FDA is requesting the provisioning of Windows 2019 Servers to support the Citrix Empower 3.6.1 Client and NuGenesis management client re-installations.

Work Details
The contractor must provide assistance from the vendor of the Chromatographic Data System (CDS) including setup/installation, configuration, and qualification of two upgraded Citrix servers that support laboratories in Irvine, California; Detroit, Michigan; and Jamaica, New York.

The specific products and services required include:
- Deployment Services for Empower3 SQT Workgroup/ENT/Server Qualification (CLIN 001)
- Consultation Services for Regression Testing of Empower (CLIN 003)
- Configuration Services for Installation of NuGenesis (CLIN 005)
- Configuration Services for OQ Testing (CLIN 006)
- Project Management Consultation Services (CLIN 004)
- PS Travel – Trip Charge Including Airfare (CLIN 007)

The contractor must also assist with migrating all current software components of both Empower and NuGenesis to new servers to ensure continued function of the CDS for laboratory instruments and equipment.

Bidder Requirements
The contractor must provide necessary updates to the HHS Product Assessment Template(s) at the end of each contract or order exceeding the simplified acquisition threshold when the contract or order duration is one year or less.

All electronic and information technology supplies and services developed under this contract must comply with Section 508 accessibility standards as set forth by the Architectural and Transportation Barriers Compliance Board.
