CISRR SETA Support Services Extension   2

Background
The Department of Homeland Security Science and Technology Directorate (DHS S&T) is extending a task order for Critical Infrastructure Security and Resilience Research (CISRR) Program Systems Engineering and Technical Assistance (SETA) support. This extension is necessary to prevent a gap in service while the agency finalizes its recompete of support needs. The current contractor has been providing essential scientific and technical expertise, analysis, and program execution support across various mission areas for the past three years.

Work Details
The contractor will provide continued SETA support in the following areas:

1) Special Event Risk Assessment Ratings (SEAR) Tools;
2) Electromagnetic Pulse (EMP) and Geo-magnetic Disturbance (GMD);
3) Positioning, Navigation, and Timing (PNT);
4) Soft Target Security;
5) Telecommunications Equipment;
6) Industrial Control Systems (ICS);
7) Open-source Software (OSS).

These services are critical for enhancing capabilities that safeguard the American people and secure the Nation’s physical and cyber-critical infrastructure systems against various threats.

Period of Performance
The period of performance for this extension will be through February 2, 2027, allowing for an eight-month continuation of services.

Place of Performance
The work will be performed at locations as designated by DHS S&T, primarily focusing on projects related to national security events such as the FIFA World Cup scheduled from June 11, 2026, to July 19, 2026.

Bidder Requirements
The contractor must have unique qualifications including extensive experience in scientific and technical support across multiple disciplines such as cybersecurity, software development, systems engineering, and more. The existing team must also include cleared personnel with suitability approvals to ensure continuity of operations during the transition to a new contractor.
