Circuit Rider Technical Assistance Program   3

Background
The United States Department of Agriculture (USDA) Rural Development Regional Acquisition Division (RAD) is seeking to contract for Circuit Rider Technical Support Services for the USDA Rural Development Rural Utility Service.

This contract aims to provide necessary technical assistance to rural water systems across the nation, fulfilling a requirement that is currently met under the Rural Utilities Service (RUS) Water & Environmental Programs (WEP) as mandated by the Farm Bill.

The government intends to issue a 5-year Firm-Fixed Price contract through a full and open competitive solicitation.

Work Details
The contractor will be responsible for providing labor, personnel, supervision, and any other necessary items to perform the following tasks:
1. Circuit Rider Fully Burden Rate in accordance with performance work statement paragraphs 3.3-3.3.4.b, Table 1 Identified Circuit Riders by State, and paragraph 6.0 Travel.
2. Training as per parameters set forth in performance work statement paragraphs 3.3.5 Training, including Annual Training and New Hire Training.
3. Reports - Technical Assistance as directed by performance work statement paragraph 4.5 and detailed in Table 2: Key Deliverables and Schedule.
4. Disaster Response as outlined in performance work statement paragraph 3.3.2.
5. Option periods for continued services including Circuit Rider Fully Burden Rate, Training, Reports - Technical Assistance, and Disaster Response for subsequent years.

Period of Performance
The period of performance is from May 1, 2026 to April 30, 2031 with option periods extending through April 30, 2031.

Place of Performance
The services will be performed nationwide.
