Background
The Air Force Office of Special Investigations (AFOSI), Digital Operations Office (XRY) is seeking to award a new sole source, firm-fixed-price, five-year (12 month base plus four 12 month options) Blanket Purchase Agreement (BPA) for CipherTrace software licenses/subscriptions, platform training, and consulting from CipherTrace, Inc., a Mastercard company. The requested application must enable users to conduct in-depth investigation into real-time and cached data from publicly available sources including those that derived from digital market places, forums, public record sources, and blockchains associated to various crypto/virtual currencies. The BPA will allow for license renewal and monthly co-terming.

Work Details
The CipherTrace platform is a SaaS (software-as-a-service) digital analytical tool used to rapidly collect public available information related to transactions involving crypto/virtual currencies from open, Deep, and Dark Web sources. The BPA CLIN structure includes CipherTrace Inspector Module (Renewal), CipherTrace Inspector Module (New), CTCE (Online) (Platform Training), and Consulting for each base year and option years. The BPA Ceiling Value is anticipated.

AFOSI reviewed additional tools within the niche to include ChainAnalysis, Elliptic, and Heights Labs but determined that CipherTrace Inc. is the sole manufacturer and publisher of the CipherTrace Inspector dataset which is the only platform that can meet AFOSI requirements.

Period of Performance
The ordering period for this BPA will be 6 July 2023 - 5 July 2028.
