THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY NO AWARD WILL BE MADE FROM THIS NOTICE The General Services Administration, Federal Acquisition Services APEX 4, has received a request from the GSA Office of Chief Information Officer (OCIO) to seek sources capable of meeting the objectives set forth in the attached Performance Work Statement (PWS). The Government is seeking a vendor who is able to perform services in support of the GSA IT modernization and development. The primary objective of this notice is to obtain information that will help the Government finalize its procurement strategy. This NOTICE is published to determine the interest and capabilities of potential offerors and to solicit comments and/or suggestions for improving the attached PWS. Please note that the PWS is in draft form and the Government anticipates revisions to this document prior to its release as a request for quote (RFQ). Additionally, the government is inviting interested offerors to participate in one-on-one meetings with government representatives to provide suggestions and comments and/or ask questions about this requirement. It is the Government's intention to award multiple Basic Purchase Agreements (BPAs) for these services. The Government contemplates the task order having a period of performance of a twelve month base period and four twelve month option periods. Release of a solicitation is tentatively planned in the first quarter of calendar 2024. The tentative Small Business strategy is to solicit this requirement as a 25% partial small business set-aside. The solicitations for all COMET II task orders (excluding those which are 100% small business set-asides) will include a mandatory 20% small business participation pass-fail evaluation factor. Offerors who do not clearly demonstrate, in their quote, that at least 20% of the labor dollars of the project will be paid to one or more small businesses will be excluded from the competition and will be ineligible for task order award. The intention is to solicit this requirement under SIN 518210C Cloud Computing and Cloud Related IT Professional Services. Vendors must have this SIN in order to be eligible for award. This notice is for information and planning purposes only and does not constitute a solicitation for bids, quotes or proposals. This notice does not obligate the Government to solicit for this requirement or award a contract and does not obligate the Government to reimburse interested parties for any costs incurred to prepare or provide a response to this request for information. Any information in this Request for Information is subject to change in the solicitation. RESPONSES TO THIS NOTICE: Firms who can fulfill these requirements and who would be interested in submitting a quote/proposal, in the event that a solicitation is issued, are requested to provide the following information in response to this request 1. The General Services Administration (GSA) is seeking a vendor to provide IT modernization and development services in support of the GSA's objectives. The CIO Modernization and Enterprise Transformation II (COMET II) Blanket Purchase Agreement (BPA) will establish a pool of vendors with expertise in Agile software development and maintenance across various technologies. The resulting acquisition vehicle will be a GSA Schedule BPA that allows for the creation of individual Task Orders to deliver high-quality agile development services, including custom solutions, Commercial Off the Shelf (COTS) based solutions, Software as a Service (SaaS), or hybrid solutions based on user needs. The BPA will also support other IT support services such as IT management and governance, business process analysis, and cloud computing. The anticipated place of performance is at GSA in Washington, D.C.
