Description

be provided or on file, in order to receive all technical data. Drawings and all other technical data will need to be
requested and will be sent separately.*

This solicitation is issued as a total small business set-aside to Chromium Nitride Spindles in support of Production at the
Watervliet Arsenal. Requirement will be for a base plus two option years.

When filling out the solicitation please be sure to provide pricing as follows (all return shipping costs to WVA to be
included in unit/lot pricing):

This will be a firm fixed-price contract.

Serice Contract Labor Standards Wage Determination No. 2015-4143 Latest Revision applies and is incorporated.

Contractor will prepare and deliver contract data in accordance with CONTRACT DATA REQUIREMENTS LIST (DD
Form 1423) which is attached and incorporated.

Background
The solicitation is issued by the Watervliet Arsenal, which currently lacks the capability to perform the outlined Statement of Work (SOW) for Chromium Nitride Spindles. The contract aims to support production efforts at the Arsenal and is set aside for small businesses. The requirement includes a base period plus two option years.

Work Details
The contractor will be responsible for providing Chromium Nitride spindles as specified in Drawing 11583062 Rev C and related notes. Key requirements include:

1. Surface preparation before and after Chromium Nitride application to achieve a surface finish of Ra ≤ 16 for critical surfaces and Ra ≤ 63 for all other exterior surfaces.

2. Application of Chromium Nitride with a thickness of .0002 - .0005 inches on all exterior surfaces.

3. Coating must be applied at a processing temperature not exceeding 975°F, ensuring that hardness exceeds HV 2000 and adhesion meets ASTM B571 Method 13.1 standards.

4. Corrosion resistance must achieve an ISO 4628-1 rating of ≤ 5 after undergoing 250 hours of cyclical corrosion testing per GMWI 4872.

5. Compliance with MIL-DTL-13931 and QAP 11583063 is required.

Period of Performance
The contract will be performed from January 1, 2026, to December 31, 2028.

Place of Performance
The work will be conducted at the Watervliet Arsenal.
