Description

This is a Request for Quote (RFQ) for non-personal services for the Chief of Naval Research (CNR) Fellows Program. This procurement is conducted under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The Government anticipates awarding five (5) Firm-Fixed-Price purchase orders as a result of this solicitation.

The Office of Naval Research (ONR) is initiating the CNR Fellows program to bring up to five recently tenured academic research professors to ONR for a one-year fellowship. The program is designed to infuse state-of-the-art knowledge into ONR while providing leading academics with unparalleled insight into the Navy and Marine Corps' most critical research challenges. This initiative seeks to build a powerful bridge between academia and the Department of the Navy (DoN).

Background
The Office of Naval Research (ONR) is initiating the Chief of Naval Research (CNR) Fellows Program to bring up to five recently tenured academic research professors to ONR for a one-year fellowship. This program aims to infuse state-of-the-art knowledge into ONR while providing leading academics with insight into the Navy and Marine Corps’ critical research challenges, thereby building a bridge between academia and the Department of the Navy (DoN).

Work Details
CNR Fellow responsibilities include:
- Provide technical feedback on proposed and ongoing DoN research efforts.
- Spend an average of four (4) days per month in person at ONR Headquarters (Arlington, VA), naval laboratories, and/or naval warfare centers.
- Submit a written report 330 days after contract award.
- Amplify ONR’s Mission by sharing publicly releasable, unclassified knowledge of DoN challenges with colleagues to inspire new or relevant research.
- Build the Talent Pipeline by discussing, sharing, and connecting students with employment and research opportunities within the Department of the Navy.

Period of Performance
The period of performance for each award will be one (1) year from the date of award.

Bidder Requirements
Nominees must meet the following criteria:
- Be a United States Citizen or permanent resident.
- Be a tenured associate professor by September 1, 2026, OR be a full professor who was promoted to that rank within the last two (2) years.
