Chickamauga Lock Upstream Approach Wall Construction Project   3

PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Nashville District is issuing a Request for Proposal (RFP), W912P521R0002, for a single firm fixed price construction contract.

The scope of this requirement includes the construction of the new upstream approach wall for the new 110 feet wide by 600 feet long navigation lock that is currently under construction by others. The project area is located on the Tennessee River in Chattanooga, TN.

The major features of this contract include the construction of new upstream approach wall piers, the heavy lift and transportation of Government furnished precast concrete approach wall beams, and the installation of the precast concrete beams for the upstream approach wall.

To accomplish these major features, the scope will include, but not limited to, the following items: over water drilling and concrete placements, tremie concrete placements, structural concrete placements, placement of reinforcing steel, excavation and placement excavated rock, and environmental controls related to construction operations.

DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The estimated price range is between $25,000,000 and $100,000,000.

NAICS CODE AND SBA SIZE STANDARD: 237990 - Other Heavy and Civil Engineering Construction; $39,500,000

TYPE OF SET-ASIDE: None (Full and Open/Unrestricted)

One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

Amendment 0001: The purpose of this amendment is to incorporate the following changes-

1. Extend the proposal due date to June 9, 2021, 1:00 P.M. Central Time.

2. Include the first set of Questions and Answers.

3. Extend the questions period to May 26, 2021, 9:00 A.M. Central Time.

4. Provide the Virtual Pre-Proposal Attendance Sheet, PowerPoint Slides and provide the In-Person Site Visit Attendance Sheet.

5. Provide Drawings 61W510-02-UAW, 61W510-90-UAW, 61W510-91-UAW, 61W510-92-UAW, and 61W520-26-UAW.

Amendment 0002: The purpose of this amendment is to incorporate the following changes-

1. Extend the proposal due date to June 17, 2021, 1:00 P.M. Central Time.

2. Include the second set of Questions and Answers.

3. Revise Sections 4.0, 5.1(e), and 7.2 in Section 00 21 00 SECTION 00 21 00 PROCEDURES FOR SUBMITTAL OF OFFERS AND PROPOSAL EVALUATION APPROACH (these changes are highlighted in yellow).

4. Provide revised draw ings 61W520-41-UAW and 61W520-26-UAW.

5. Provide CKL USAW Amendment 2 As-Built_Compiled Part 1 & 2.

3. Revise the contract period of performance and update FAR 52.211-10 Commencement, Prosecution, and Completion of Work.

4. Revise Section 5.1.e. in Section 00 21 00 PROCEDURES FOR SUBMITTAL OF OFFERS AND PROPOSAL. (Changes are highlighted in yellow).

5. FAR 52.252-3, Alternations in Solicitation and DFARS 252.236-7001 Contract Drawings and Specifications are updated.

6. Revise Section 3 line (g) in Section 00 73 00 SUPPLEMENTARY CONDITIONS. (Changes are highlighted in yellow).

7. Provide revised drawings 61W520-16-UAW, 61W520-18-UAW, and revised specifications W912P521R0002 TSpecs Amendment 0003.

Amendment 0001 title was changed from W912P521R0001-0001 to W912P521R0002-0001. There were no other changes to Amendment 0001 besides correcting the title.

Amendment 0004: The purpose of this amendment is to incorporate the following changes-

1. Include the fourth set of Questions and Answers.

2. Revise the answ er to question 31 under Amendment 0002 Q&A (highlighted in yellow). Elevation was changed from 662.5 to 650.

3. Revise the Price Schedule. (Changes are highlighted in yellow).

4. FAR 52.252-3, Alternations in Solicitation and DFARS 252.236-7001 Contract Draw ings and Specifications are updated.
