Cheyenne Mountain Space Force Station (CMSFS) VoIP

Background
The 21st Contracting Squadron has a requirement to Engineer, Furnish, Install, Test and Place (EFIT&P) into service a Unified Communications (UC) platform at Cheyenne Mountain Space Force Station (CMSFS). This includes replacing the legacy Nortel Central Office Telephone Exchange with a UC platform that satisfies all system requirements and carrier side requirements outlined in the Statement of Work (SOW).

Work Details
The Contractor is required to engineer, provide, and install all necessary equipment to provide a Voice Over Internet Protocol (VOIP) backed solution in compliance with the latest version of the Department of Defense (DoD) Unified Communications Requirements (UCR), Risk Management Framework (RMF), and all other references set forth in the SOW. The overall key UC capabilities and voice services required include installation of a new Internet Protocol (IP) based DoD UC compliant Multilevel Precedence & Preemption Capability (MLPP) and Joint Interoperability Test Command (JITC) certified and Information Assurance (IA) accredited system to operate on the Air Force Network for 1000 AFNET users. Additionally, support for 1000 current AFNET users and the ability to expand to CMSFS target end-state of 2000 AFNET and non-AFNET users in future years is required. The SOW also outlines specific requirements for Analog telephony, Direct Inward Dialing (DID) and Direct Outward Dialing (DOD) trunking, UC based voicemail service capability, call center capability, Subscriber-Level Multiuser / Multi Site voice conference service capability, UC VOIP phone instruments, IP Configuration Accounting Information Retrieval System, Soft-client solution with ability to interface with AFNET Instant Messaging, Voice Protection System (VPS), Telecommunications Monitoring and Assessment Program (TMAP), equipment installation methods and procedures, user training guides, technician training and training guides, quality assurance plan, installation plan, testing and acceptance plan, weekly integration meetings with 21 CS implementation team, licensing recommendations, and more.
