Marine Corps Installations West Marine Corps Base Camp Pendleton (MCIWEST-MCB CAMPEN) has a requirement to provide Portable Chemical Toilets and Hand-Washing Station Rental Services in support of the Consolidated Material Service Center (CMSC) located at MCB Camp Pendleton, CA. Other service areas will include Naval Weapons Station (NWS) Fallbrook, CA; Marine Corps Recruit Depot (MCRD), San Diego, CA; and Marine Corps Air Station (MCAS) Miramar, CA.

The period of performance will be for a one (1) year base period plus four (4) one (1)year option periods for a total of five (5) years, with the option to extend services up to six (6) months in accordance with FAR 52.217-8.

The anticipated procurement will be a single award, requirements-type service contract with firm-fixed price (FFP) task orders to provide the delivery, cleaning, and removal of chemical toilets and hand-washing stations as required by each task order.

This is a pre-solicitation notice that a solicitation is scheduled to be released via beta.SAM (www.beta.SAM.gov) on or around 20 October 2020.

This is not a request for proposals. This announcement is a pre-solicitation notice only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.

The solicitation is anticipated to be a total set-aside for a Service Disabled Veteran Owned Small Business (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 562991 - Septic Tank and Related Services. The size standard is $8M.

The Product Service Code (PSC) for this requirement is W085 Lease or Rental of Toiletries.

The Government intends to solicit and award this contract using FAR Part 12, Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation. The Government intends to award a contract to the Offeror who presents the lowest price technically acceptable (LPTA) proposal to the Government.
