Chemical Testing Services IDIQ   2

Background
The contract is for Chemical Testing Services IDIQ with a total value of up to $8,000,000 for a period of five years. The minimum guarantee for the five years is $70,000. The work will involve sampling and testing of dredged material for placement at the Historic Area Remediation Site (HARS) and additional work for sampling and testing of dredged material proposed for upland placement.

Work Details
The majority of work under this contract consists of sampling and testing of dredged material for placement at the Historic Area Remediation Site (HARS) following procedures described in the 2016 US Army Corps of Engineers New York District/EPA Region 2 Guidance for Performing Tests on Dredged Material Proposed for Ocean Disposal and the 1991 EPA/USACE, Evaluation of Dredged Material Proposed for Ocean Disposal. Additional work includes sampling and testing of dredged material proposed for upland placement following procedures described in the October 1997, New Jersey Department of Environmental Protection (NJDEP) technical manual and the November 2004, New York State Department of Environmental Conservation (NYSDEC) manual.

The services to be provided include sediment and water collection, sample handling, processing and shipping, physical and chemical analyses, QA/QC procedures, and necessary corrective actions. Reports containing the sampling logs, all testing results and QA/QC information in a format required by the New York District Corps of Engineers (NYD) and/or NJDEP/NYSDEC would have to be provided by the contractor for each delivery order.

Period of Performance
The period of performance is from 25 September 2022 through 24 September 2027.

Place of Performance
All sampling would be performed within the Port of New York & New Jersey, all Federal Navigation Channels within New York District, the length of the Hudson River, in the Atlantic Ocean at the Historic Area Remediation Site and its Mud Dump Reference Site.
