Charter to Conduct Deep Sea Coral ROV Survey

Background
The National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), is seeking a contractor to provide a commercial vessel, crew, and associated services for a Deep Sea Coral Remotely Operated Vehicle (ROV) survey in the Northeast Canyons and Seamounts Marine National Monument.

This contract aims to support deep-sea coral research by utilizing advanced ROV technology capable of conducting high-definition video surveys and collecting biological samples at depths of up to 6,000 meters.

Work Details
The contractor will provide the following:
1. **Base Survey Operations**: 14 days of charter vessel services including qualified crew, integrated ROV system, logistics, data collection services, and all required contract deliverables.
2. **Optional Survey Operations**: Up to 6 additional days of survey operations as needed.
3. **Fuel**: A not-to-exceed amount of $155,000 for fuel expenses incurred during operations.

**Technical Requirements & Specifications**:
- The ROV must operate at depths of up to 6,000 meters with high-definition imaging capabilities.
- The vessel must accommodate 6-7 NOAA scientific personnel and have laboratory space for processing samples.
- Must include a Dynamic Positioning System (DP-1) and internet connectivity for mission operations.

Bidder Requirements
This solicitation is a Small Business Set Aside - Total (SBA). Bidders must demonstrate technical capability to meet the requirements outlined in the Statement of Work.
