Background
The Department of Veterans Affairs (VA) is issuing this solicitation for ambulance services to support the Huntington VA Medical Center, specifically at the Charleston Community-Based Outpatient Clinic (CBOC).

The goal of this contract is to ensure timely and efficient transportation services for veterans requiring medical attention, thereby enhancing their access to healthcare services.

Work Details
The contractor shall provide scheduled, add-on, and emergent transport services.

Scheduled transport requires a schedule provided by the VA by noon the day prior. Add-on transport refers to appointments scheduled after the cut-off time for routine, non-critical transport. Emergent transport involves requests for advance transport for patients who cannot wait.

The types of transportation services include:
1. Basic Life Support (BLS) - Non-emergency transport staffed by EMTs or Paramedics.
2. Advanced Life Support (ALS) - For patients needing a higher level of care during transport.
3. Critical Care Transport (CCT) - For critically ill or injured patients requiring specialized care.
4. Specialty Care Transport (SCT) - For patients needing ongoing care during transport.

Costing includes provisions for one-way trips, mileage outside a 40-mile radius, and waiting time reimbursement. The contractor must ensure all personnel meet certification and licensing requirements and undergo background checks as per VA standards.
