Notice

The National Institutes of Health (NIH), Clinical Center, intends to award a sole-source contract for Jewish Pediatric Chaplaincy Services. The contractor shall provide pediatric spiritual care, faith-specific Jewish religious services, counseling, interdisciplinary participation, staff support, administrative support, and on-call coverage for the Clinical Center Spiritual Care Department. The anticipated period of performance consists of a one-year base period with an anticipated start date of 08/05/2026 to 08/04/2027.

Requirement

The NIH Clinical Center (CC) is the world's largest hospital dedicated solely to research. Located in Bethesda, Maryland, the CC provides clinical care and services to patients participating in human subjects research protocols of the Intramural Research Program of the National Institutes of Health (NIH). Services are provided in both inpatient and outpatient settings. The contractor is responsible for providing spiritual care services to CC patients, their families and caregivers as well as to CC staff. Spiritual Care at the CC is available to all regardless of religious belief or philosophical commitments.

Sole-Source Rationale

Henrique Bass is uniquely qualified based on his demonstrated pediatric chaplaincy experience; ability to provide faith-specific Jewish spiritual care; extensive knowledge of the NIH Clinical Center research environment; program management and information technology support experience; and professional chaplain certification. Continuity of care is essential for pediatric patients and families, and substitution would create unnecessary disruption to patient care and departmental operations.

Authority

This acquisition is being conducted under the authority of FAR 13.106-1(b) (or FAR 6.302-1, as applicable), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Capability Statements

This notice is not a request for quotations or proposals. However, responsible sources that believe they can satisfy the requirement may submit a written capability statement by the response deadline. The submission must clearly demonstrate the source's authority to provide the required Chaplain Services. (See attached statement of work)

Capability statements should include:

Legal business name, address, Unique Entity ID, CAGE code, and point-of-contact information.

Business size under NAICS 813110 and applicable socioeconomic status.

Responses must reference Notice ID 26-007097 and be submitted through the point of contact identified in the SAM.gov notice no later than August 5, 2026, at 12:30 P.M. Eastern Time. Telephone inquiries will not be accepted.

The Government will evaluate all capability statements received. However, the determination not to compete this requirement remains solely within the Government's discretion.
