Chainalysis

The Internal Revenue Service (IRS) intends to award a sole source contract to Chainalysis Inc. located at 11 E 26th Street Fl 10, New York, NY 10010-1402, for access and use of their proprietary analysis & intelligence tools and support services to conduct blockchain analysis. The purchase will be made using procurement procedures in accordance with Federal Acquisition Regulation (FAR) FAR 6.302-1 Only one responsible source.

Chainalysis developed and owns the All Assets tools provided in the required subscription. These tools run on proprietary source code and data. This tool is not readily available from any reseller or in a similar product. Other tools on the market can track subsets of these same type transactions but not to the full extent and depth of information retrieved and collected by Chainalysis product. In addition, the high-level network analysis provided by the Chainalysis tools is not offered by any competitors, in any form. Therefore, only Chainalysis can provide both the tools and requisite training & support necessary.

For all the reasons stated above, it was determined that no other vendor would have the capability or experience to fulfill this requirement, leaving Chainalysis LLC as the only responsible option.

This is not a request for competitive proposals. Potential sources who believe they can provide the service listed above are invited to submit a capability package in writing to Hassan.A.Villalba@irs.gov and no later than 1:00 PM ET on Monday, September 25, 2023.
