CGI Momentum® Software Licenses & Support for NRC FAIMIS System   4

PRESOLICITATION NOTICE / SNYOPSIS / NOTICE OF INTENT TO SOLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Nuclear Regulatory Commission (NRC), Office of Administration (ADM), intends to issue a sole source Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to CGI Federal Inc. (CGI) , 12601 Fair Lakes Circle, Fairfax VA 22033-4902, UEID# TRKEP1HEBNS5, for the acquisition of " CGI Momentum software licenses and related support services for the NRC's CGI Momentum -based core financial system (also known as the NRC'S Financial Accounting Information and Management System (FAIMIS)). The anticipated period of performance is five years from 2/1/2023 to 1/31/2028

The applicable North American Industry Classification System (NAICS) code for this acquisition is 541519 Other Computer Related Services with a size standard of $30.0 million.

The Government intends to solicit and negotiate directly with CGI. This notice is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Louis.Gilden@nrc.gov. If no responsive statements are received by 11/21/2022 at 9:00 AM Eastern Time, the Government will proceed with the award to CGI.

DESCRIPTION OF SERVICES

The NRC requires CGI Momentum software licenses for FAIMIS, which uses a customized version of CGI Momentum Enterprise Resource Planning (ERP) software to satisfy the NRC's core financial system requirements. The contract will be IDIQ because the Government cannot predetermine the precise quantities of supplies or services that the Government will require during the contract period; however, a recurring need is anticipated. Task orders will then be negotiated on an as-needed basis for FAIMIS licenses and support. This is a follow-on contract to IDIQ Contract No. 31310018D0004.

CGI Federal, Inc. currently hosts and supports FAIMIS for the NRC to satisfy the NRC's core financial system. FAIMIS is hosted in an external FedRAMP-compliant cloud environment. FAIMIS also interfaces with NRC legacy applications as well as Federal e-gov solutions. CGI Federal, Inc. does not authorize any other commercial sources to provide CGI Momentum software licenses and related support services that the NRC requires to operate and maintain FAIMIS. Therefore, the only way that the NRC can satisfy its requirements for this acquisition is to procure them directly from CGI Federal, Inc.
