Background
The Bureau of Reclamation, part of the Interior Region 10 in California-Great Basin, is seeking to award a contract for Geographic Information System (GIS) Technical Service Support. This contract aims to enhance the agency's ability to manage and analyze geospatial data, which is critical for their mission related to water resource management and environmental modeling.

Work Details
The contractor will provide GIS technical support services including:
1. Software and Application Development: Design and develop geospatial software and applications, including GIS software products and applications for processing and analysis of remotely sensed data.

2. Analysis and Modeling: Apply analytical functions using geospatial software tools.

3. Positioning and Data Acquisition: Collect georeferenced observations and measurements, ensuring adherence to Federal Geographic Data Committee standards.

4. End-user Support: Operate a Reclamation Help Desk and provide ESRI enterprise technical support.

5. Systems Management: Manage the Department of Interior cloud server system, including configurations for GIS technology.

6. Travel Participation: Attend key GIS project meetings outside the CGB region with prior approval.

7. Planning: Investigate current technologies relevant to geospatial resources in support of Reclamation’s mission.

8. Operations: Ensure proper operation of GIS-related supplies and equipment.

9. Development: Provide GIS application development, studies, modeling, map work, web services including ArcGIS online.

10. Maintenance: Perform maintenance on GIS systems in collaboration with Reclamation IT staff.

11. Training: Train Reclamation staff in routine maintenance of GIS systems and provide technical user support.

Period of Performance
The contract will have a base period of six months with two optional twelve-month extensions, totaling a maximum duration of thirty months.

Place of Performance
The primary location for performance will be at the Bureau of Reclamation's office at 2800 Cottage Way, Sacramento, CA 95825. Some positions may allow remote work within a fifty-mile radius of a DOI BOR Federal building in the Western states.

Bidder Requirements
This solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Bidders must have relevant staffing credentials in GIS technology, security clearances as required by the position descriptions, and experience with the ESRI software suite.
