CFTC Sole Source - Data Analysis Support Services

The CFTC Division of Data has a requirement to extend data analysis support services on a sole-source basis to support business needs within CFTC. The CFTC divisions that require this support are the Office of the Chief Economist (OCE), Division of Clearing and Risk (DCR), Market Participants Division (MPD), DOD, and Division of Enforcement (DOE). Services will be procured from Oasis Systems, LLC in Rockville, MD, with a base period of 2 months from September 13, 2022 to November 12, 2022, as well as an option to extend for 2 months from November 13 through January 12, 2023. The total estimated value for this action is $362,893.44.

Oasis Systems, LLC has been providing theses services under GS-35F-0229K, task order 9523ZY-17-F-ODT0141. This task order expires on September 13, 2022 with no further option to extend the term of the task order. Contractor support services are necessary to ensure full Embedded Analyst Program and Data Quality Program operational capabilities on a daily basis. During the course of the current task order, CFTC has been working diligently to award a follow-on competitive effort. As a result of a delay in the follow-on competitive process, there will now be a break in mission critical support services unless a new bridge task order is put in place. Accordingly, CFTC requires a bridge GSA MAS task order to ensure continuity of operational support services. Only one contractor (Oasis Systems, LLC, the incumbent) can provide these services on an immediate basis.
