Background
The Department of Treasury/Internal Revenue Service (IRS) is seeking specialized support services for the Chief Financial Officer (CFO) Program and Project Management Support Services. This initiative aims to develop a Strategic Framework and enhance program and project management capabilities to align with IRS CFO priorities. The goal is to facilitate organizational transformation and improve operational effectiveness.

Work Details
The contractor will provide a comprehensive range of program planning, management, and support services, including:

1. **Strategic Framework Services**:
- Assist in developing a framework for identifying, designing, and communicating operational and organizational requirements based on IRS CFO priorities.
- Create an action plan for transitioning from current to future states to accelerate transformation.
- Define stakeholders and outline necessary inputs, tools, techniques, templates, and outputs for effective engagement.
- Establish a project repository for centralizing all artifacts.
- Facilitate workshops and meetings aligned with business objectives.
- Develop various documents such as presentations, infographics, data visualizations, policy guides, and operational concepts as directed by the CFO or Deputy CFO.
- Provide performance management support through the development and reporting of operational metrics.
- Conduct data analytics tasks including advanced statistical analysis and impact evaluations.
- Offer Subject Matter Expert (SME) support for implementing key initiatives identified in the strategic framework.

2. **Program Management**:
- Apply mature program management practices to execute innovation projects involving strategic planning, portfolio management, risk management, communication management, and quality management.
- Develop methods to improve return on investment for IRS stakeholders through benchmarking analysis.

3. **Project Management**:
- Maintain a performance management process for project selection based on organizational benefits.
- Develop a project pipeline aligned with IRS CFO strategic priorities including planning, milestone tracking, risk identification, and resolution participation.

4. **Process Improvements**:
- Support the planning and execution of process improvements by mapping existing processes and recommending enhancements.
- Increase automation capabilities by identifying technology enhancements and implementing emerging technologies while ensuring compliance with accounting standards.
