The Naval Air Systems Command (NAVAIRSYSCOM) awarded a Firm-Fixed Price (FFP) delivery order N00019-22-F-0023 under Basic Ordering Agreement (BOA) N00019-21-G-0012 to Bell Textron, Inc. for the procurement of Contractor Engineering Technical Services (CETS) for the Kingdom of Bahrain in support of the AH-1Z aircraft and AH-1Z Flight Training Device (FTD) in the amount of $5,079,296.62 (inclusive of Options). Funds in the amount of $1,718,679.26 were obligated at the time of award. This effort was synopsized on 23 October 2020 under notice number N00019-20-RFPREQ-PMA-276-0171(Bahrain CETS). This procurement was awarded in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(4), as implemented by the Federal Acquisition Regulation (FAR) 6.302-4 International Agreement. This effort was fully funded by the Foreign Military Sale (FMS) case.

FAR 6.302-4(a)(2) dictates that Full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government. As such, this procurement is not intended for full and open competition.
