Background
The contract involves providing Comprehensive Environmental Response, Compensation, and Liability Action (CERCLA) Remedial Investigation (RI) and Response Actions at Former Eaker Air Force Base in Blytheville, Arkansas. The base was established in 1942 as Blytheville Army Airfield and was later renamed Eaker AFB. The goal is to characterize environmental conditions, assess risks to human health and the environment, identify preliminary remedial alternatives, and implement response actions.

Work Details
The tasks include conducting a CERCLA Remedial Investigation (RI) and Response Actions that characterizes environmental conditions, defines the nature and extent of per- and polyfluoroalkyl substances (PFAS) contaminants, assesses risk to human health and the environment, identifies preliminary remedial alternatives, and identifies and implements response actions.
The contractor is expected to provide A-E services for project activities, including the development, implementation, and maintenance of project schedules, events, status of resources, report(s) on the activities, and progress toward accomplishing project objectives. Additionally, the contractor shall establish a project web site with real-time worldwide access available to government personnel and other project stakeholders approved by AFCEC. The contractor shall also prepare a Work Breakdown Structure (WBS), develop schedules for tracking work progress, prepare progress reports, provide support for meetings and conference services, assist with oral/written interaction with interested parties related to the project, notify critical issues affecting contract performance or human health/environmental concerns to the Contracting Officer (CO) and Contracting Officer's Representative (COR), coordinate work site activities to ensure protection of human health/environment and prevent damage to property/utilities/materials/supplies/equipment.
