This notice serves as an official Request for Proposal (RFP) in regards to the Centrifuge-Based Flight Environment Training (CFET) Contract commencing FY-23. This request includes all applicable Attachments and Exhibits. All volumes of the proposal shall be received electronically prior to the closing date/time stated in this solicitation (see Block 9 of the cover-page). Department of Defense (DoD) Secure Access File Exchange (SAFE) ( https://safe.apps.mil/ ) shall be used for proposal submission.

Background
The Centrifuge-Based Flight Environment Training (CFET) Contract is an official Request for Proposal (RFP) issued by the Department of Defense (DoD) for the Chief of Naval Air Training (CNATRA), Naval Flight Demonstration Squadron (NFDS), Naval Strike Air Warfare Center (NSAWC), and Chief of Naval Forces (CNAF)/United States Marine Corps (USMC). The United States Navy currently does not own a human centrifuge device to support the CNAF M-3710.7 Series requirements for CFET, and it is currently provided by contract service providers. The main goal of centrifuge training is to provide students an opportunity to apply the countermeasures learned in the classroom under increased acceleration force conditions.

Work Details
The scope of work for this services contract requires classroom and laboratory presentation covering the physiological effects of acceleration and the countermeasures employed in the high G environment. Students will receive medical clearance at home station, then arrive at the contractor’s training site for classroom training and dynamic centrifuge training. The contractor shall provide all required technical knowledge, facilities, and equipment at the contractor’s facility.
The training shall provide effective, realistic, hands-on training for Navy and Marine Corps aircrew in centrifuge-based G-tolerance procedures. The contractor shall conduct all training and operations in accordance with specified references.

Period of Performance
The contract will commence in FY-23 with a period of performance that includes mobilization, monthly scheduling of training plans, exclusive classes for specific units, and evaluation of students who have previously completed CFET.

Place of Performance
The contractor’s training facility must be located in the continental United States of America.
