Description

The purpose of this contract is to obtain onsite engineering and technical maintenance support for the installed ABB Distributed Control System (DCS) the Harmony Infi-90 System, which contains Bridge Rack Controllers (BRC) and associated system hardware that communicates/controls the equipment producing and distributing the CHW and HTHW throughout the campus

Background
The National Institutes of Health (NIH) intends to award a sole source acquisition to ABB, Inc. for the Symphony+ System Maintenance and Repair Services, which are installed in the Central Utility Plant on the NIH Research Triangle Park campus. The services provided are proprietary, and ABB, Inc. is recognized as the only responsible source capable of fulfilling the agency's requirements.

Work Details
The contract aims to secure onsite engineering and technical maintenance support for the installed ABB Distributed Control System (DCS), specifically the Harmony Infi-90 System. This system includes Bridge Rack Controllers (BRC) and associated hardware that manage the production and distribution of Chilled Water (CHW) and High Temperature Hot Water (HTHW) across the campus.

The control system's hardware is designed to maintain communication through software developed by ABB, Inc. The Symphony+ software serves as the Human System Interface (HSI), facilitating control, fault mitigation, and optimization for utility production. The contract requires a trained and experienced ABB Engineer/Technician to configure, install, and modify systems as necessary to ensure reliable operations for the Central Utility Plant's Operations & Maintenance (O&M) personnel. Additionally, it enables government engineering staff to utilize graphic presentations, alarm reviews, historical databases, and real-time trending for effective heating and cooling management of research facilities.
