Description

SUBJECT: Central Everglades Planning Project (CEPP), Everglades Agricultural Area (EAA), A-2 Reservoir, Contract 10A Project, Palm Beach County, FL ---W912EP21R0024

A Pre-Proposal Conference will be held on Wednesday, July 28th, 2021 from 10:00am - 11:00am, EST via teleconference. DESCRIPTION OF WORK:

The Jacksonville District is procuring construction services for CEPP EAA A-2 Reservoir Contract 10A, located in Palm Beach County.

The Scope of Work for this project includes the construction of the following project features:

The construction of approximately 7.2 miles of parallel open channels (canals) as well as a maintenance road with benches between the canals. The northern most canal (seepage canal) will have a bottom width of 10 feet, 2.5H:1V side slopes, and an approximate depth of 16.5 feet below natural ground surface. The southernmost canal (Inflow/Outflow canal) will have a bottom width of 55 feet, 2.5H:1V side slopes, and an approximate depth of 16.5 feet below natural ground surface. The maintenance road and benches will separate the seepage and Inflow/Outflow Canals by approximately 65 feet and will have a minimum crest width of 14 feet approximately 4.5 feet above natural ground surface. Work will also include the crushing, processing, and stockpiling of excavated material within the project construction limits. Work may also include construction of or modification to site access from U.S. Hwy 27 as well as the construction and maintenance of haul roads and associated site drainage features. All lands for this project are owned by the South Florida Water Management District (SFWMD) and provided to the USACE for construction of these project features.

The estimated period of performance is 730 calendar days after issue of Notice to Proceed with 10 days to commence performance after award.

PROPOSAL REQUIREMENTS:

Award will be made to the offeror whose proposal represents the best value to the government utilizing best value source selection procedures. Proposals will be evaluated in the areas of Technical Merit, Past Performance, Small Business Participation, and Price.

The rough order of magnitude is $25,000,000 to $100,000,000. NAICS 237990 Size Standard $39,500,000.

THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE.

The solicitation will be issued on or about 15 July 2021 with a response date a minimum of 30 days after issuance. Solicitation will be issued in electronic format only and will be posted on the beta.sam.gov website. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the beta.sam.gov website. If you are not registered, the Government is not responsible with providing you with notification of any changes to this solicitation. You must be registered in the System for Award Management (SAM) in order to receive an award from this solicitation. The SAM website can be located at https://beta.sam.gov.
