The CAVHCS serves over 45,698 veterans and requires these services to ensure timely and efficient patient transport for both emergent and non-emergent situations. Additionally, contractors must ensure that all personnel have valid certifications and licenses as required by local regulations for emergency medical services.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, as Excelsior Ambulance Service is the awardee under multiple prior Central Alabama VA Health Care System (CAVHCS) ambulance transportation contracts (e.g., 36C24722D0021 with a total value of $16,859,018 for 02/01/22–01/31/27, plus related task orders/contracts including $5,266,525 for 02/01/26–01/31/27 and $2,702,625 for 02/01/22–01/31/27). The prior work involved non-emergent ambulance transportation services that included emergent and non-emergent ground ambulance transport for CAVHCS facilities in and around Tuskegee and Montgomery, Alabama. The current requirement similarly calls for emergent and non-emergent ambulance services (BLS/ALS/SCT/CCT) supporting CAVHCS operations on a continuing basis.
